With fewer than 14 days remaining in the 2025 Regular Session of the Virginia General Assembly, ACT TODAY to help pass SEVEN VBF-supported bills that crossed over from the originating chamber.
1) Contact your Senator to SUPPORT Delegate Seibold’s HB2041.
- HB2041 passed the House 54-Y 44-N 0-A and would expand use of speed safety cameras to high-risk corridors (currently only allowed in school and work zones).
- Update: HB2041 failed to report (DEFEATED) 6-9 in the Senate Transportation Committee on Feb. 13.
2) Contact your Delegate to SUPPORT these Senate bills that have been referred to the House Transportation Committee. We expect these bills to be voted on in a subcommittee and/or full committee this coming week.
- Senator Surovell’s SB776 – Passed the Senate 25-Y 13-N. Allows traffic law enforcement on the George Washington Memorial Parkway in NoVA by state or local police and automated speed enforcement, if Federal authorities also agree. Update: After being supported in the House Transportation Innovations Subcommittee on Feb. 12 on a vote of 4-3-1, SB776 failed to report (DEFEATED) 6-14 in the full House Transportation Committee on Feb. 13.
- Senator Surovell’s SB1007 – Passed the Senate 37-Y 2-N 1-A. Directs the Northern Virginia Transportation Authority to convene a stakeholder group and recommend funding options by Oct. 1, 2025 for funding Bike & Ped projects in NoVA. Update: Supported 6-2 in a House Transportation subcommittee on Feb. 11, but it was not heard in the last full House Transportation Committee on Feb. 13; likely dead.
- Senator Perry’s SB1131 – Passed the Senate 40-Y 0-N. Provides for considerationhttps://virginiageneralassembly.gov/house/members/members.php?subcommittee=H19003 of alternative uses for abandoned highways. Update: Supported 8-0 in a House Transportation subcommittee on Feb. 11, but it was not heard in the last full House Transportation Committee on Feb. 13; likely dead.
- Senator Williams SB1233 – Passed the Senate 24-Y 15-N. Allows jurisdictions to use pedestrian crosswalk violation and stop sign violation monitoring systems. Update: On Feb.12, the House Transportation Innovations Subcommittee modified SB1233 by incorporating its provisions into HB2041 and supported it 4-3. On Feb. 13, the full House Transportation Committee conformed SB1233 into HB2041 and reported it 11-9. Will soon be on the House of Delegates floor.
- Senator Ebbin’s SB1416 – Passed the Senate 40-Y 0-N. Creates a Class 1 Misdemeanor for killing or seriously injuring a vulnerable road user who was lawfully within a crosswalk. Update: Successfully reported 18-3 by the House Courts of Justice Committee on Feb. 14. Will soon be on the House of Delegates floor.
- Senator Bagby’s SB1491 – Passed the Senate 26-Y 14-N. Defines School Crossing Zones to include Institutions of Higher Education. Update: Not yet docketed for any hearing in the House as of Feb. 14; likely dead.
