Virginia Bicycling Federation established a committee to develop its first official and board-approved strategic plan in 2021, finalizing and approving it in 2022. The committee was chaired by Jim Durham of Alexandria, and Jim is to be thanked for cheerful coordination and hopeful insight in the development of this plan.

- Advocacy: Continue to take a leading role in developing legislative and regulatory initiatives to improve safety for people who bike and to fund bicycling infrastructure.
- Partnerships: Build-upon existing partnerships and develop new partnerships with organizations that share our vision.
- Communications and Education: Increase public awareness of the benefits of bicycling and of policies that impact safety of people who bike.
Strategic Objectives
1-1: Annually develop a set of legislative initiatives, identify potential sponsors and pursue enactment of key initiatives.
1-2: Lead efforts in Virginia to support national bicycling initiatives
2-1 Continue to engage with existing partners to advance common objectives
2-2: Grow and/or develop new partnerships with Virginia organizations to advance common objectives
2-3 Collaborate with regional and local groups to empower them to more effectively achieve their organizational and advocacy objectives, such as investment in bicycling safety and infrastructure and bicycling education in schools.
3-1: Annually, develop and implement educational awareness campaigns targeted on bicycling safety, such as legislative and policy changes
3-2: Develop educational awareness campaigns that educate people about broader objectives, such as health, environmental, and other benefits of bicycling.
