VDOT Complete Streets Policy
2003 to Present
In 2003, VBF convinced Virginia Transportation Secretary Whitt Clement to direct VDOT to draft a Complete Streets policy, to routinely accommodate bicycling and walking in the planning, funding, design, construction, operation, and maintenance of Virginia’s transportation network. In 2004, the Commonwealth Transportation Board adopted the resulting Policy for Integrating Bicycle and Pedestrian Accommodations that VBF helped craft. This policy established that “VDOT will initiate all highway construction projects with the presumption that the projects shall accommodate bicycling and walking.” Since that policy was adopted, VBF has regularly encouraged VDOT to continually evaluate and improve the implementation of Complete Streets in Virginia.
2002
Supported SB 382, 2002 which explicitly permits VDOT to fund standalone pedestrian and bicycle projects.
Supported SB 393, 2002 which required the Commonwealth Transportation Board to develop a statewide Pedestrian Plan.
